In 1973 African-American Jim Ellis can't find a job allthough he is college-educated.
Together with a local janitor Jim converts an abandoned pool in Philadelphia into a hall for competitive swimming.
Recruiting teens from the streets and forming swim teams he tries to save the premises from demolition by the the local government.
He tries to make capable swimmers of the team members and to be ready for the upcoming state championships.
